To some, reversing a car is a nightmare!  Trying to drive to your destination in that manner is a doomed consideration.

Think about statistical data, it has been collected through various means and placed in some sort of storage facility.  Today, it is a data silo, being piled and crammed inside, without being viewed, sorted or even really seeing a flash of the light of day.  Until that is, some analytic computation hits the database and it gets shuffled around months and years later.

Thus, public managers and policymakers attempt to control the future and tomorrow by making decisions in the present, today that is, based on error-ridden information about yesterday.

In modern usage, an occurrence book is a notebook or station book used by police, security guards and watchmen to document anything that happened during the hours they're on active duty (on patrol).

Still in use today in many countries.  Pen and paper at work in a ubiquitous manner. 

It is now the digital age, stop the resistance, the computer and proven programs are not your enemies.  In fact, you are your own worst enemy in progression and too many excuses why you should or shouldn't move forward.

Procrastination is a diabolical excuse and is like a viral illness.  I know you think that the computer is not safe in any shape or form.  It is when you have installed the appropriate security and maintain those standards and never take short cuts.

Ok, in the old days of a file room, one person had the key to the room and each filing cabinet. Hang on, how many times did you enter the room and found cabinets open?  Nothing has changed, we are dealing in a human world and we are terrible in making mistakes, leaving lights on, water running, windows and doors wide open.

The Blame Game is killing people, community leadership with the liberal overtones have failed and all they can do is pass the depleted buck on to whoever wishes to accept the responsibility.

Law enforcement has come a long way since Sir Robert Peel created in 1829, the Metropolitan Police in London.  Peelers, Bobbies and other endearing terms that addressed them or was called out so the thieves could get a good run from the coppers.  Very visible, because the tall Top Hat that Peel insisted on, was part of their uniform.

Today policing is everyday news and not for the reasons you would think!

Criticism, concerns, attacks of people on people.  Yes, the police are people from your own community and are paid to serve.  Of course, there are issues, it is a pathetic human world after all!

The Peelian Principles still stand firm today, although if you look in your lifetime the faces of law enforcement on both sides of the pond have changed.  Budget cuts and those that only know one method and not the experience of walking the beat.  Sadly it is a younger force with 'real' experience at the helm.  It has to be a mix of old with new to overcome our enforcement situations.  It is all about proactivity!

Back in the day, the policeman walked his beat, knew everyone in the neighborhood.  He carried a notebook, a pen, truncheon/nightstick and no communications whatsoever.  The day of the Police Call Box, which today, is more associated with Dr. Who than law enforcement is even disappearing.

In the BBC Dr. Who series, the Police Box is normal size on the outside.  Inside it is massive!  That is what we have created through secure communications, simple Smart Mobile Phones that can have access to all information “live” in situations which directly linked to databases and the control room, being recorded, date/time/GPS/originator stamped and filed with the report.  

All ready for court!

Let us explain, looking at the security of the devices that can be used, literally Bring Your Own Device (BYOD). Yes, any device basically.

When the individual log-in, it isn’t really the password logging them in, it is the server seeing it is a trusted and authorized device.  Allowing for the access through an end to end data in motion, bullet resistant secure, anonymous tube, being created directly with the destination.  This is using a short-lived certificate and once all transactions are completed, the sender’s device, on disconnection, deletes any footprint of the transaction.  There is no residue left whatsoever.

Body Worn Cameras (BWC) has taken a life of their own and is as controversial as the introduction of dashboard cams, GPS and maybe even the original radio systems.  Just like a kid with a new toy, it is being rushed, overused and is an accident waiting to happen if not controlled. 

Data storage has been made the #1 issue with privacy slightly running behind.  Being approached totally wrong and by people who have the only objective, to sell you cameras and expensive storage!

Chain of Custody is another major issue and opens the door for problems such as an officer deleting or editing video.  I know, some systems have the ability to lock the system and download but is still an issue.  The information is on the device and out in the field for up to 10 hours before it is effectively placed in the system.  

Heaven forbid if a criminal snatches the camera and runs off with all the evidence gone!

Think back to the Dr. Who Police Box, normal on the outside and full of useful technology on the inside.  A Law Enforcement or Public Safety Officer has been asked to carry too much on their person.  The belt can only take so much! 

The lack of communication from the top down and from neighboring agencies is the failure of policing.  Until we stop the overall 'it is all mine' and 'you cannot see it' syndrome, nothing will change.

You Can’t “Have it your way”

A good buddy of mine and I go into a Burger King in Las Vegas to kill the oppressive 95-degree heat. He orders a cola/soda. I want something colder, so I say I want a chocolate milkshake in one of the giant forty-some-odd ounce cola/soda cups. The lady holds up a 16ish ounce cup and says, “This is a large.”

“Right, but I want one bigger than that, so can you just fill one of the 40+ ounce cups and just charge me the difference.”

“No, I can’t do that. This is the largest we have,” she shows me the cup again, in case I didn’t catch it the first time.

“Okay, but I’m willing to pay whatever it costs to fill one of those huge cups.”

“I can’t.”

“You can’t sell me multiple milkshakes and put them in a single cup?”

“No. This is the largest I can give you.” Shows me the cup again.

“You’re kidding?”

She rings up a milkshake. “Anything else?”

“You’re telling me you can’t sell me 2 milkshakes and pour them both into one cup? That’s ridiculous.”

“Do you want anything else, sir?”

There’s no one else in line, so I decide I’m not finished with this, yet. “Are you the manager?”

She turns and yells, “Stan! Someone wants to talk to you!”

The manager comes out of the back room looking pretty unhappy. “What?!”

She points at me and walks away.

Stan steps up to the counter and sizes me up. “Yeah?”

“Hi. I just want to buy a couple milkshakes, but I want to have them put in one of those 40-ounce cups.”

Stan holds up a cup. “This is the largest we have.” Cool. I forgot what it looked like.

“Yeah, I want to buy 2 of those, but instead of putting them in two cups like that, put them in the bigger cup.”

“Those are soft drink cups. We can’t serve them in those cups.”

“I’ll pay for the cup.”

“We have no way of knowing how much milkshake is going into the cup.”

At this point, Jeff, who has been standing several feet behind me cracking up, leans around me and says, “So you’re saying he can’t ‘have it his way?’”

Then I say, “Yeah, don’t you watch the commercials?”

He just stands there looking at me.

“You know what? Just give me two chocolate milkshakes.”

Stan lets his hand hover over the keyboard for a minute, eying Jeff suspiciously. (Your guess is as good as mine) He types it in, I pay, and he gives me the milkshakes.

Jeff and I walk out and get in the car. I pull into the drive-thru and order a chocolate milkshake and an extra large cup of water. At the window, I pay for the milkshake, ask for a drink tray, take the drinks and park. 

As I get out of the car, I dump the water on the ground. I walk inside, go up to the counter, open all three milkshakes, pour them into the huge cup, and gulp down the ¼ cup left in the last one. 

I slide all three empty shake cups across the counter to the woman with her mouth hanging open, pick up my giant milkshake and have it MY WAY.

Beware, Raw Terrorism!

Search the Internet or have lived the problem, Sectarian Violence and/or

sectarian strife is violence inspired by sectarianism, that is, between different sects of one particular mode of ideology or religion within a nation/community. 

Religious segregation often plays a role in the sectarian violence.

In London yesterday, blood was purposely spilled. 

Through social media and Smartphones, not only captured in its morbid display of hatred, the killer got his 15 minutes of fame which stopped the world, as all watched in horror.

A Lone Wolf obsessed with what we can only assume was Radical Islamic extremism became front and center after the fact.

The unknown lone wolf acted on the anniversary of the Belgian attack and UK law enforcement was prepared as always for something, where, when and how was totally unknown.

Those that believe we should stop a 'lone wolf' do not understand the first thing about radical nutjobs!  They are unknown until it happens!

Someone somewhere does know something and will only click one the deed has been carried out.  Socially, lone wolfs do leave 'bread crumbs' of information which can only be put together 'after the fact'Dozens of armed police swoop on address in Birmingham ‘where car used in London terror attacks was rented from’ and 'take a number of people into custody'

The car was used yet again to start the terroristic event and no one could have known their day on the iconic Westminister Bridge would have been shattered in such a manner.

This brings a whole new perspective to security in the capitals of the world, not just for public gatherings, but the man in a street situation.  Normal everyday activities are now in the cross-hairs.  

Is this a now the new attention-getting tactic to be used by terrorists?  

No bombs, no detection and no chance for that next event predictability factor. 

This killer had so called friends, worked somewhere and must have shown some signs in their conversational moments.  If you hear any type of threat to anyone or place, please tell the police immediately!

Everyone is a suspect and the need for profiling is demanded more than ever. 

Groups will be very concerned that this has put the spotlight on a color of skin, ethnicity etc.  A Muslim can be any color and really has no outward sign of his or her religion as any good Catholic or Jew. 

So who do we trust?  
No one!

The fear of the Lone Wolf or Wolf Pack has returned and did not use technology like a bomb or even a gun.  They used the oldest weapon known to man, a knife or cutting instrument.  Proving that basic methods are effective in spreading terror.  A butcher’s meat cleaver and kitchen knives to inflict death on a single brave man doing his duty for his nation.

Yesterday, terrorism went to yet another level of a Lone Wolf or Wolf Pack attack.  It can happen anywhere at any time to members of society.  

A police officer was murdered in cold blood at the heart of Great Britain in London. 

This morning all Public Safety departments worldwide will be analyzing the situation and the concerning content of this attack and its far-reaching ramifications.

A little background, terrorism on the streets is relatively new in this manner and Muslim terrorism against the West did not only occurred with the New York City attack on the World Trade Center.  It goes back much further and deeper.

Since the 16th century, there has been a sectarian conflict of varying intensity between Roman Catholics and Protestants in Ireland. This religious sectarianism is connected to a degree with nationalism. Northern Ireland has seen an inter-communal conflict for more than four centuries and there are records of religious ministers or clerics, the agents for absentee landlords, aspiring politicians, and members of the landed gentry stirring up and capitalizing on sectarian hatred and violence back as far as the late 18th century.

William Edward Hartpole Lecky, an Irish historian, wrote: "If the characteristic mark of a healthy Christianity is to unite its members by a bond of fraternity and love, then there is no country where Christianity has more completely failed than Ireland".

Reactions to sectarian domination and abuse have resulted in accusations of sectarianism being leveled against the minority community. It has been argued, however, that those reactions would be better understood in terms of a struggle against the sectarianism that governs relations between the two communities and which has resulted in the denial of human rights to the minority community.

The period from 1969 to 2002 is known as "The Troubles". Nearly all the people living in Northern Ireland identified themselves as belonging to either the Protestant or the Catholic community. People of no religion and non-Christian faiths are still considered as belonging to one of the two "sects" along with churchgoers. In this context, "Protestants" means essentially descendants of immigrants from Scotland and England settled in Ulster during or soon after the 1690s; also known as "Loyalists" or "Unionist" because they generally support politically the status of Northern Ireland as a part of the United Kingdom. "Catholics" means descendants of the pre-1690 indigenous Irish population; also known as "Nationalist" and "Republicans"; who generally politically favor a united Ireland.

Sectarian violence between the two major sects of Islam, Shia, and Sunni, has occurred in countries like Pakistan, Iraq, Afghanistan, Bahrain, Lebanon etc. This violent conflict has roots in the political turmoil arising out of differences over the succession to Muhammad. Abu Bakr, a companion of Muhammad, was nominated by Umar and elected as the first Sunni Rightly Guided Caliph. 

However, another group felt that Ali, the cousin, and son-in-law of Muhammad, had been designated by Muhammad and is considered by Shia as the first Imam.

Abu Bakr was followed by Umar as caliph of the Rashidun Caliphate, then by Uthman ibn Affan and finally by Ali. Ali's right to rule was challenged by Muawiyah bin Abu Sufyan, governor of Syria, who believed that Ali should have acted faster against the murderers of Uthman. The situation deteriorated further when many of those responsible for the death of Uthman rallied behind Ali. 

However, later on, both the parties agreed to have someone as a judge between them. This led to the separation of an extremist group known as Kharijites from Ali's army, which pronounced the judgment belonged to God alone. A member of this group later assassinated Ali. At the demise of Muawiyah, he appointed his son Yazid as his successor. The credentials of Yazid were challenged by Ali's son Hussein ibn Ali (and grandson of Muhammad). A battle of Karbala in Iraq led to the martyrdom of Hussein and dozens of others from Ahl al-Bayt (the members of the family of Muhammad).

This tragic incident created deep fissures in the Muslim society. The conflict that had started at a political plane intervened with the dogma and belief systems. Those who considered Ali to be the true heir to the Caliphate split away from the main corpus of Muslim society and traditions. They developed their distinct sect, known as "Shia" referring to Shian-e-Ali. The majority of Muslims are known as "Sunni" meaning "followers of the Traditions of The Prophet ". They are of the view that the bloody conflict between Ali and Muawiyah was a result of a tragic misunderstanding and regardless of who was wrong, the matter should have been solved peacefully.

Most probably the first real view of the issues and how you must understand the background.
