Why should we be using encryption in the first place? 

It is stated that all the sensitive data on your computers be encrypted? Why? Simply read the daily headlines of the Hacker's merriment of stealing data from corporations and selling it on the Dark-net!  Others want and are simply stealing entrusted personal and financial information and you are saying and doing nothing!

Governments it seems to believe that everyone is their enemy.  Cryptology has been saving lives and corporations from prying eyes for centuries.  When designing a new pair of shoes, the likes of lingerie, or a new means of transportation, the company must keep the information close their chest. Protecting their secrets, potential marketplace, and shareholder's investments.

The Internet of Things, or Tragedy as we call it, has been a game changer for Hacking, Phishing, and Man in the Middle Brutal Attacks.  Terrorists, Drug Lords, Gangs, and Criminals have taken simple social programs and turned them into undercover methods of communications.

To stop all Encryption would be foolish and will be averted by other simple means we have in place and can be made available.

95. Men being, as has been said, by Nature, all free, equal and independent, no one can be put out of this Estate, and subjected to the Political Power of another, without his own Consent. The only way whereby any one devests himself of his Natural Liberty, and puts on the bonds of Civil Society is by agreeing with other Men to joyn and unite into a Community, for their comfortable, safe, and peaceable living one amongst another, in a secure Enjoyment of their Properties, and a greater Security against any that are not of it. This any number of Men may do, because it injures not the Freedom of the rest; they are left as they were in the Liberty of the State of Nature. When any number of Men have so consented to make one Community or Government, they are thereby presently incorporated, and make one Body Politick, wherein the Majority have a Right to act and conclude the rest.

96. For when any number of Men have, by the consent of every individual, made a Community, they have thereby made that Community one Body, with a Power to Act as one Body, which is only by the will and determination of the majority. For that which acts any Community, being only the consent of the individuals of it, and it being necessary to that which is one body to move one way; it is necessary the Body should move that way whither the greater force carries it, which is the consent of the majority: or else it is impossible it should act or continue one Body, one Community, which the consent of every individual that united into it, agreed that it should; and so every one is bound by that consent to be concluded by the majority. And therefore we see that in Assemblies impowered to act by positive Laws where no number is set by that positive Law which impowers them, the act of the Majority passes for the act of the whole, and of course determines, as having by the Law of Nature and Reason, the power of the whole.

97. And thus every Man, by consenting with others to make one Body Politick under one Government, puts himself under an Obligation to every one of that Society, to submit to the determination of the majority, and to be concluded by it; or else this original Compact, whereby he with others incorporates into one Society, would signifie nothing, and be no Compact, if he be left free, and under no other ties, than he was in before in the state of Nature. For what appearance would there be of any Compact? What new Engagement if he were no farther tied by any Decrees of the Society, than he himself thought fit, and did actually consent to? This would be still as great a liberty, as he himself had before his Compact, or any one else in the State of Nature hath, who may submit himself and consent to any acts of it if he thinks fit.

98. For if the consent of the majority shall not in reason, be received, as the act of the whole, and conclude every individual; nothing but the consent of every individual can make any thing to be the act of the whole: But such a consent is next impossible ever to be had, if we consider the Infirmities of Health, and Avocations of Business, which in a number, though much less than that of a Common-wealth, will necessarily keep many away from the publick Assembly. To which if we add the variety of Opinions, and contrariety of Interests, which unavoidably happen in all Collections of Men, the coming into Society upon such terms, would be only like Cato's coming into the Theatre, only to go out again. Such a Constitution as this would make the mighty Leviathan of a shorter duration, than the feeblest Creatures; and not let it outlast the day it was born in: which cannot be suppos'd till we can think, that Rational Creatures should desire and constitute Societies only to be dissolved. For where the majority cannot conclude the rest, there they cannot act as one Body, and consequently will be immediately dissolved again.

99. Whosoever therefore out of a state of Nature unite into a Community, must be understood to give up all the power, necessary to the ends for which they unite into Society, to the majority of the Community, unless they expressly agreed in any number greater than the majority. And this is done by barely agreeing to unite into one Political Society, which is all the Compact that is, or needs be, between the Individuals, that enter into, or make up a Common-wealth. And thus that, which begins and actually constitutes any Political Society, is nothing but the consent of any number of Freemen capable of a majority to unite and incorporate into such a Society. And this is that, and that only, which did, or could give beginning to any lawful Government in the World.

Especially by those who have no idea on technology and are not willing to even listen.
Some law enforcement agencies are a perfect example, it is like they have those words embedded in their DNA!  
Policing is not working like it should, staffing is being depleted due to senseless budget cuts, promoted individuals are in positions that they should never have been promoted to and crime rises.  
The criminals in their arrogant way, have it all together because they know the strong arm of the law is weaker than ever.
Communications and the sharing of vital information is placing officers in harm's way.  We have changed that!
People say that the phrase “This is how we’ve always done it” contains the seven most expensive words in business. In most cases, that’s absolutely true. 
We know that past success is no guarantee for the future, especially when the only constant is the changes.  What is this 'Fear Factor Syndrome'?
That though doesn’t stop many workplaces from being completely resistant to new ideas. And, if you’re currently stuck in this sort of inner culture, you know how frustrating it can be and is!
Whether your office is full of people who have worked there for 30 years or you’re managed by a supervisor who firmly believes there’s no better way to do things, your brilliant suggestions for improvement and change are constantly shut down—or worse, completely ignored.
Get the picture or is it right before your eyes?
It doesn’t matter if you want to restructure an entire department or simply swap out the brand of coffee in the break room. 
In your company’s eyes, all change is bad.
So, what exactly can you do if your employer immediately scoffs at the idea of tweaking anything—aside from just complaining about it?
In law enforcement globally, officers are leaving, but you don't have to.  You joined with a strong belief in protecting and serving your community, that can continue if you confront the issues and the people who are the roadblocks. 
Law enforcement agencies are a business and like any corporation, your success defines you.  if the picture is not rosy, then you make a change instead of plodding along and failing your own department and in your customer's eyes.
I understand the union approach and disagree in the manner of out of touch union representatives believe they are the only way. The days of 'I'm Alright Jack' union stance are gone.  
Technology is not knocking at the door, it has pushed past and making a major difference for those that have embraced change.
Those joining the police forces of the world especially those in the last eight years understand the 'finger and thumb' technology.  How it is making the difference.  
Oh, those that believe they have to 'invent it' to really work are truly mistaken.  
Enterprise, those who are 'outsiders' have a lot to offer and have the 'balls' to invest their own time, effort and money to prove it.  Whilst inner management just picks up a paycheck which in many cases is a waste of good funds as they have no real invested interest, except the monthly salary.
Bitter?  Far from, we enjoy the challenge and have the passion and where-with-all to succeed.  The one thing inept people cannot stand is being called out with proven results.  Hope you are listening and grunting under your breath.  We and your colleagues know who you are and will change you, your ways and the outdated cultural attitude.
What are you going to do, remove us, annihilate the power of change?
I think not, sorry I know you will not, there are too many who have changed sides and embrace our capabilities and enjoying the moral uplifting in actually breaking free for this 'them and us' attitude.  Bullying does not work, eventually, it is the bully that is 'outed'.

Sir Robert Peel, the father of modern policing certainly had the forethought in his Nine Peelian Principles, which still stand firm today.

As time has moved on, so have the social issues and size of demanded policing.  The citizenry has also changed, drastic moves of populations and ethnicity have become so dire and incredibly difficult to maintain and control.

Defining community policing by some as:


Simply it is knowing your people, activities, and thoughts.  You have to be among them to know all of these categories.  Peel had his ‘Peelers’ on the streets to collect information and show the communities of their presence.  Back then, communication was a little different.  Fingers and thumbs were used in a very different manner, some legal and illegal manners!

Community policing is not a new concept. It has been seen for decades in patrol cops walking their beats.

The community policing era in the United States began in the 1980s. Public satisfaction with the police both decreased trust with law enforcement and increased fear of crime.

In the United States, the Violent Crime Control and Law Enforcement Act of 1994 established the Office of Community Oriented Policing Services (COPS) within the Justice Department to promote community policing. Today, it continues to evolve as new technologies become more widely used and high-profile law enforcement events capture national attention.

Community Policing is at the very heart of our daily duties to protect and serve the 300,000 people who live in, work within and visit the City of London. Police officers and PCSOs work with City communities across three specific teams – Residential, Business and Street Intervention.

This is mirrored across the full London Metropolitan Police Boroughs and the rest of Great Britain.

From major metropolis to US tribal police departments, which are small, self-governed communities, they generally serve and are particularly well-suited for the community policing philosophy.

Sadly, tribal policing has changed due to an increase in entrepreneurship and a major growth of casinos and hotels on tribal land and increased financial and social crime issues.

Tribally operated law enforcement agencies provide a broad range of public safety services such as responding to calls for service, investigating crimes, enforcing traffic laws, executing arrest warrants, serving process, providing court security, and conducting search and rescue operations.

Tribal crime has grown at an alarming rate in the following areas and not in any particular order:

*    Money Laundering
*    Drug Usage & Trafficking

The statistics are so far behind it is abysmal time-wasting to even view or review!
