Ideas, initiatives, and intelligence are always among us. In many cases not really a ‘new’ idea but one of using existing thoughts and ideas and adding to them.  Many that have gone before us have had brilliant ideas, innovative suggestions and never moved forward.  It is all about ‘timing’.

Criminals are as up-to-date as the latest ‘app’ and type of gun available.  Thank goodness they are not that ‘bright’, in the intelligence department. 

Saying that though, law enforcement does not have access to the same tools because of depilated budgets and the slowness of the political machines.

Police chiefs are hired by local cities and work with a cloud over their head of the council or commission to which they serve and can be ‘fired at will’.  The decisions have always a connection to political concerns and not always on the community itself.  Meaning, the community has no say in the police department as such.

The Sheriff is elected by the people and even the elected period is short, they like all have to campaign for the next round of votes, they have always a niggling thought of how this will be accepted by the voters.

We must remember that ‘the People are the Police and the Police are the People’.  It might have been stated in 1829 by Sir Robert Peel, the father of modern day policing, it stands true and must be readopted to bring us back to a formal society regarding criminality.

Whether it is on the streets of London with the stabbing and shooting deaths, in London's Houses of Parliament, the US Capitol or Europe's Belgian HQ, liberal politics and supposed “do-gooder” politicians have generated a huge social, cultural, community safety, economic and homeland security difficulties, without increasing our countries internal safety measures to respond or even deal with these increased violent exposures. 

Brexit, US Politics or EU kindergarten antics, it is leading us all down a garden path to shed that has been visited many times before.  We still do not learn from history or the mistakes of our forefathers. 

What we are experiencing in the United States right now, (soon to be the repeated experiences of Europe’s mayhem) is a growing imbalance of increased risks as compared to safety measures to mitigate these increased jeopardies!

It is as if, the politicians and leaders, could care less for the chaos they have created and warning signs that have been ignored for decades.  

The fact that sections of society who are expectant of entitlements and what their pathetic leaders have promised them is the prime example.  Al Sharpton, Jesse Jackson, Louis Farrakhan, and the supposed gospel believing preachers that do nothing but instill hatred in those that are dumb enough to listen and hang on every word they espouse.  It is the incited anger that is triggered by ill-informed individuals looking for any excuse to be violent and destroy their own neighborhood.

With them not having the foresight or intelligence to know what is really going on the streets and beats of the public safety officer is a total shame and failure of humankind.  Stop taking the easy-way-out, passing the buck and lining your pockets.  Your pockets and wallets are being filled with the shame of your actions.

Once upon a time, we had early warning systems for the possible nuclear attacks from the Russians and children were taught to hide under their desks at school if the heard the siren.  The societal siren has been whaling and you not only have turned a blind eye, but you have also tuned out the sounds of disaster.

As a nation we spend more time on the weather forecast and sports then we do on festering issues!

So you have unrest on the streets and beats of every town USA, Europe, and the Middle East with the mislead communities attacking what they think is the cause, as politicians look on, rubbing their hands at the visual anarchy below.  In the middle is law enforcement, who, the politicians see as the battering ram to force the rioters back to their ghettos and beat and kill those that step out of the liberal created political lines.

Law enforcement is bearing the brunt of miss created banter by those that cowardly hide until the unrest has been quelled.  Then, they step forward to the media microphones and television cameras and commend themselves for taking the actions to stop their own created mayhem.  

Whilst the police are being bludgeoned by indoctrinated miscreants and their hidden for-profit leadership.

Security is an absolute for all of us, our homes, families, and friends.  You even protect the mower in the shed with a bullet-resistant padlock!  You might smile when you see a New York Apartment with five locks on the door and the sounds of each one unlocking, it is the facts of life.

You cannot go to sleep or leave the house with your doors unlocked and windows open, it cannot be done in a Western world.

There are those with their culture and ideology want to dominate the world and kill those that are not of the same religious belief. It is not the religion itself, it is a faction who have taken the Koran to an extremely exaggerated level of interpretation.

You can say this on any organized religion if you wish, there are those that could not live without their religion and weekly meetings to muster them through their lives.

Think what your local cable company will sell you, security!  Cameras, motion detectors and all available in an app!  Does not get better than appeasing your fear if you are broken into!  Sadly, all they are doing is monitoring your premises and if your security is compromised, they call the police for you.  Your app will inform you as well, it is always reactive.  To be proactive you have to make sure windows, doors, and locks are in place and activated.  There is the issue, the ‘Human Element’!

Appeasement has followed us since time began.  Just as appeasements in the past has never defeated evil or genocidal lunacy, as U.K. Prime Minister, Neville Chamberlain wanted to do prior to WWII, to the malevolent megalomaniac genocidal murderer, Adolf Hitler.

So too will appeasement by cowards and liberal left loonies who are intellectually comatose appeasers who never learn, you cannot defeat an evil enemy by bowing down in fear to them.

Evil appeasement merely empowers the evil to do as it will!

There is an ongoing war and the terrorists are wanting to enter our Western shores and do harm with knives, guns, and bombs.  Open borders do not work and Europe has been seeing this with the attacks and carnage in the last 18 months.  Borders must be in place so we can complete extreme vetting and know who is who and the known background behind their words and faces.

History always repeats itself. Those courageous enough to stand up and together unite in one voice and prepared to battle immoral today, remember these important words, "Never Give In, Never Give In, Never Give In", as Statesman and Hero of the Allies Sir Winston Churchill said in WWII. Never again can the world afford to give in to the evil barbarians, 100 million lives were lost in WW2.

Terrorists, are a concern and not all Muslims are terrorists, but it seems all terrorist are Muslim!

President Trump has placed an executive order to protect our borders by utilizing Extreme Vetting, especially from seven countries with a large amount of Muslims, where there is a track record of terroristic issues.  Nothing wrong with that at all.

Security is demanded and required! A strong move on this issue is not appeasement it is a solid cohesive plan and sane in all aspects.

The father of modern-day law enforcement, Sir Robert Peel, in 1829, instituted his policing rules for the people.

He stated that ‘ The people are the Police and the Police are the People’.

The Nine Peelian Principles are the Policeman’s Bible and are improved for today and the future with the 10^th Peelian Principle, which is street smart experience and Digital Policing Technology.

Over 78% of all terrorist attacks lately have been Lone Wolf generated events with NO Distinctive Prior Knowledge whatsoever.

Hearsay, magazine notes and lackluster chatter last one day and one day only, then the public moves on. It is vital we charge the public to assist in every possible way they can.

Are They Relevant Today and Being Upheld?

If So, What Effect Is It Having On Our Lives?

2014, 2015, 2016, 2017, 2018, 2019 were an era for disaster in social compatibility in cities across the world. The Arab Spring to those protesting social economic divides, color, race, creed and the violent death of black men and women played a major role as well.  Then 'Black Live Matter', come along...

Law enforcement was the frontline, being asked to defend cities, people, and businesses.  This brought the spotlight fairly and squarely on how we handle our own citizens in their now open social concerns.

Sir Robert Peel achieved far-reaching penal reform and established the Metropolitan Police Act (MPA) of 1829, which was instrumental in creating Great Britain’s Metropolitan Police Force.

Peel wrote what has become known as the Nine Peelian Principles of Law Enforcement. These principles fundamentally believed that:

1. “the police are the people, the people are the police, and crime prevention is possible without heavy intrusion into citizens’ lives”.

Precise concepts, such as issuing badge numbers to safeguard officer accountability and referring to qualitative happenstances with citizens, instead of counting the number of arrests, were concepts that came out of Peel’s community policing model. British officers instructed in the nine principles were deployed into urban areas and were referred to by the locals as Peelers or Bobbies, a name still in use today.

It was the first time a Human Resources format was introduced and continues in a similar format for businesses and corporations today. 

In fact, it needs an overhaul of its own and H.R. requires today’s social change and formatting.  It needs to be ZoooMeeefied into a more productive format.

We shall go through Peel’s Principles of 1829 one by one.

The basic mission for which police exist is to prevent crime and disorder as an alternative to the repression of crime and disorder by military force and severity of legal punishment.

A statement which sadly has taken on a more military look than ever. When you first review the issues of today it seems that way. Times have changed and just like the statement “criminals have the better firepower (guns), we have got to have the ability to fight like with like”.

The truth is society has changed and the “race card” is thrown in the faces of law enforcement it seems in every action they are involved in.

2. The ability of the police to perform their duties is dependent upon public approval of police existence, actions, behavior and the ability of the police to secure and maintain public respect.

Is there public approval? No, the Trust and Respect has been damaged, but not beyond repair. The latest in Cleveland, Ohio and Chicago, Illinois have joined the ever-increasing list. It is top cops like Ramsey and Bratton who embrace the Peelian principles and use their decades of managerial experience to make a change. Change is where it is at!

3. The police must secure the willing cooperation of the public in voluntary observance of the law to be able to secure and maintain public respect.

This is where community policing is of the utmost importance! The “street beat” is vital! Knowing your citizens individually is the key. Get out of the car and drop the car door barrier, walk among the people and make them see your presence instead of just hearing sirens and seeing flashing lights.

4. The degree of cooperation of the public that can be secured diminishes, proportionately, to the necessity for the use of physical force and compulsion for achieving police objectives.

Educate the public back to “old days” of trusting a cop. Show them that “Protect & Serve” really mean that! That increases the ability to “know the streets”. The investigation is one thing, “tips” are the real crux of solving a crime.

5. The police seek and preserve public favor, not by catering to public opinion, but by constantly demonstrating absolutely impartial service to the law, in complete independence of policy, and without regard to the justice or injustice of the substance of individual laws; by ready offering of individual service and friendship to all members of society without regard to their race or social standing, by ready exercise of courtesy and friendly good humor; and by ready offering of individual sacrifice in protecting and preserving life.

“Random Acts of Kindness” should not be random! There is the law on the books, to charge criminal who supposedly breaks those laws and then goes before a court. In-between is public opinion, Smartphones used as cameras and those who use the partial footage that wish to incite, no matter what the truth is. You wonder why police officers and management are frustrated! It has to be a “mindset change” on all fronts. Yes, there are sides in these issues and socially we have increased the anger by the infiltration of a faction, who just want to cause trouble.

6. The police should use physical force to the extent necessary to secure observance of the law or to restore order only when the exercise of persuasion, advice, and warning is found to be insufficient to achieve police objectives; and police should use only the minimum degree of physical force which is necessary on any particular occasion for achieving a police objective.

Physical restraint? Who issues the first blow, fires the first shot or throws a barrage of rocks? The agitators purporting to be concerned citizens. It the days of Sir Robert Peel, the truncheon or short night-stick was the only means of defense. Look at how society has changed! Sadly, you have to fight fire with fire!

7. The police at all times should maintain a relationship with the public that gives reality to the historic tradition that the police are the public and the public are the police; the police are the only members of the public who are paid to give full-time attention to duties which are incumbent on every citizen in the intent of the community welfare.

What has happened internally with law enforcement worldwide? Is there a Human Resource issue? Do supervisors and managers really care about the citizens and bully their subordinates into submission in doing it their way to make the numbers look good?

Police officers are human beings who are doing a job. Has the job changed from “Protect & Serve” to “Quell the Morons and Make Our Numbers Look Good”? If there is an internal issue of concern it must be brought to the surface and exposed! The overhaul is demanded and bring back the Trust and Respect!

8. The police should always direct their actions toward their functions and never appear to usurp the powers of the judiciary by avenging individuals or the state, or authoritatively judging guilt or punishing the guilty.

Impartiality is a must! Sadly, when you as officers are being undermined from all sides human nature kicks in. It becomes just a job, getting it done any which way you can for the easy life.

Shooting by a law enforcement officer is front page news virtually every day. There has to be a change on both sides. No, citizens under the law have rights to own guns. Even if you attempted to change that, the criminal would still have access to illegal guns and use them!

It is all about training and change management that is demanded now!

9. The test of police efficiency is the absence of crime and disorder, not the visible evidence of police action in dealing with them.

Certain crimes are decreasing, violent crime is not! Social media is instantaneous communications. Sadly it is not always the truth! Here say is still the cause of more issues that we can imagine.

Can we see and know everything that went on in a criminal event? It used to be just the written word of a witness or the police officer. Today, it is Body Worn Cameras, CCTV, and the eyewitness. All are presented and lawyers attempt to pull them apart.

So, WWSRPT? Yes, Peel would think what?

Simply it is going to get worse if we do nothing…

The nightclub killings, the fired employee/client who his so pissed they resort to an attack with a gun.

Do not brush off the attack on the Shopping Mall in Kenya, Africa as a world apart from where you are!  Naivety Kills!

The Washington killings of were but one gunman on a Naval facility that did not allow trained personnel to carry their weapons.  This Mall, like all large malls in Africa and Asia, has armed guards and the terrorists and nutcases know it.

What was thought could happen went down in upper scale Mall in Kenya and the words of the Somalian terrorist group al-Shabaab, which has links to Al-Qaeda, has now claimed responsibility for the attack were clear, “Muslims leave, Non-Muslim we are killing you”.

The message is clear and is ringing out loudly around the world, reactivity still kills, proactivity saves lives.  

It is about preparedness to the ninth degree and beyond.  There is no more pussyfooting around regarding people who hate you and wish you dead!

All western Malls, public places such as stadiums, concert halls and places of gathering always have been vulnerable, but we brushed it to one side and believed a security checkpoint or handbag search would suffice.  

Just like 9/11, our airports had National Guard stationed everywhere to protect the public.  Wrong, it was just a show that would appease the public, the guardsmen never were given bullets for their weapons!

Now, not tomorrow or next week, but now, we must prepare for all eventualities and trust no one!

Memorial Day, A Sad Reminder...

Monday is Memorial Day It was formerly known as Decoration Day and commemorates all men and women, who have died in military service for the United States. Many folks visit cemeteries and memorials on Memorial Day, it is traditionally seen as the start of the summer season and any excuse to party.

Not a good time for some to remember how their family war heroes have been neglected and died at the hands of their own country and the Veteran's Administration.

It is traditional to fly the flag of the United States at half-mast from dawn until noon. Many people visit their departed loved ones, particularly to honor those who have died in military service. Volunteers place an American flag on each grave in national cemeteries.

Memorial Day is combined with Jefferson Davis' Birthday in Mississippi. Who might you say? He ran for president of the USA against Lincoln, he was a strong Confederate man.

Sadly, Memorial Day has become less of an occasion of remembrance. Many choose to hold picnics, sports events and family gatherings on this weekend. 

For the fashion conscious, it is seen as acceptable to wear white clothing, particularly shoes from Memorial Day until Labor Day. 

Memorial Day is a federal holiday and basically the start of a four-day weekend. All non-essential Government offices are closed, as are schools, businesses and other organizations. Most public transit systems do not run on their regular schedule. Many people see Memorial Day weekend as an opportunity to go on a short vacation or visit family or friends. This does cause some congestion on highways and at airports. It also increases the size of the American belly!

Memorial Day started as an event to honor Union soldiers, who had died during the American Civil War. It was inspired by the way people in the Southern states honored their dead. After World War I, it was extended to include all men and women, who died in any war or military action.

Memorial Day was originally known as Decoration Day. The current name for this day did not come into use until after World War II. Decoration Day and then Memorial Day used to be held on May 30, regardless of the day of the week, on which it fell.
