Something For The Weekend...




Just Where and What Are You Living In (the Neighborhood)?

We all work during the week and never see the day to day activities of the neighborhood that surround our homes.  Someone does!  The neighbor that is retired and home each and every day, go visit them and find out just what is going on.  It is not that they are nosey neighbors and see it all, they hear and see things each and every day and know the neighborhood better than anyone.  Maybe they have needs as well.

Most of us have never met our neighbors and have no idea of the local activities.  We are immersed in our workday worlds and as long as it does not affect us, we don’t care.  Is your street, circle or cul de sac a drug supermarket during the day?  Yes, it is happening in any neighbor, any town! 

One circle in Salt Lake City, Utah had upward of 60 (sixty) vehicles during daylight hours coming into the neighborhood just for drug buys.  No one really knew, as during the week, they were all at work and the retirees said nothing.
  
It was the sleeping hours that were even worse, we slept and the heroin, meth and crack was exchanged just across the street!  Not the type of people you were expecting in your neighborhood and who knows what else can happen.

Remember your children come home from school before you do and this activity is going on right in front of them.  What examples are being shown?

By the way, do you know where the sexual predators live in your neighborhood?  A friend just found out that he was surrounded by them and two were there illegally.  They never reported they had moved into the neighborhood as they are directed to.

The tenants who are always fixing cars, the revving engines, oil spots all over the street and people hanging around waiting on their car to be fixed.  All in your neighborhood as an illegal business.

You bought a home and have respect in your property, nice yard, flowers, cut lawn and you keep the place nice and tidy.  Do your neighbors?  Is the house next door overcrowded?  Too many people living in the home or sleeping in the shed in the back of the home?  City codes can fix that!  If people are breaking simple laws, they are breaking even larger laws and this brings distrust into a neighborhood.

If You Have An Emergency, Please Lock And Load...

Do Not Call 911, It Will Take Too Long To Respond, Please Defend Yourselves...

That is the message that is echoing all over the nation.  911 is not what it use to be!

As stated this week, a sheriff who released a radio ad, urging Milwaukee-area residents to learn to handle firearms, so they can defend themselves while waiting for police said Friday, that law enforcement cutbacks have changed the way police can respond to crime and your call for help.

In the 30-second commercial, Milwaukee County Sheriff David Clarke Jr. says personal safety is no longer a spectator sport.

"I need you in the game," he says.

"With officers laid off and furloughed, simply calling 911 and waiting is no longer your best option," he adds. "You can beg for mercy from a violent criminal, hide under the bed, or you can fight back. ... Consider taking a certified safety course in handling a firearm so you can defend yourself until we get there."

Under Wisconsin's "castle doctrine," someone who uses deadly force against an unlawful intruder to their home, business or vehicle is presumed to have acted reasonably. 

A spokeswoman for the state Department of Justice said that as of this week, there are about 155,000 concealed carry permits in Wisconsin.

In an interview with The Associated Press, Clarke said he just wants people to know what their options are. While self-defense isn't for everyone, some people see personal safety as their own responsibility, he said, and they should be trained properly.

"I'm not telling you to `Hey, pick up a gun and blast away.' ... People need to know what they are doing if they chose that method -- to defend themselves," he said.

But he also said he wanted to call on residents to be law enforcement "partners." He said he could either whine about budget cuts that forced him to lay off 48 deputies last year or he could get creative.

This is just the tip of iceberg and funds have to be raised so citizens can be protected.

Milwaukee Mayor Tom Barrett's office released a statement criticizing the ad: "Apparently Sheriff David Clarke is auditioning for the next Dirty Harry movie." 

Barrett was beaten up several years ago by someone with a tire iron, and Clarke said he thought that would make the mayor "a lot more sensitive to people being able to defend themselves in such instances. A firearm and a plan of defense would have come in handy for him that day."

The point is simple, we must all pay our way and feed the city coffers.  That means, parking and infactions fines, court dues, property taxes and all paid on time.  If not, the next step is going to cost you a lot more.

Where Is Your Respect?


When Are You Going To Grow Up Or Do You Need To?

We are all childlike and have these idiosyncrasies that annoy others, totally fail ourselves and they just will not go away.  It is the likes of Jerry Lewis, Dick Van Dyke and Ricky Grevais who in front of our eyes have stayed in their childhood years and make us laugh and even be amused with ourselves.  It comes from within and without it, well...

Some things are no laughing matter and no matter how much humor you place upon a situation, it really should be bringing "real" tears to your eyes.  Life itself, the way cities, communities and families are being dragged down hill at break bent speed and the braking system is broken and overheating, is causing structural decline of the family, neigborhoods and businesses.

Those that are lucky enough to be employed have the same routine, day in and day out.  Rise, dress, go to work, come home, fix dinner, sleep and then repeated at least 5 days a week.  Many never stick their nose outside their home and speak to their neighbor or even see what surrounds them.
 
Communities have changed and sitting on the porch seeing your neighbors walk by is long past.  I supposed it is when we moved the social porch to the backyard and closed our eyes, ears and concerns of what went on in the front of our homes.  Turning that blind eye is now being paid for and will get even worse!

What about the rest?  What about those that are unemployed?  What is their day like?  I know questions and more questions and you just don’t want to know!  It is not my concern, you say, I have a job and I keep myself to myself, Okay?

Even if you are bringing in a paycheck, today most are living from that paycheck to paycheck, making ends meet and only just.  Shopping has become a burden, finding the bargains, food to feed the family at prices you can afford.  Think what the other half, the unemployed are doing.

It is time to bring back your community, placing and creating respect and trust into the streets.  Look, we have built a brick wall of shame over the decades and it has just kept getting thicker and higher, the wall of disrespect must be torn down.  No one likes change, this change is a positive change and must be enacted now!

Judges are Failing Citizens and Business Owners!




Why Ever Pay a Fine?

Justice courts and their judges are causing massive failure in financial collections and it is cost you, the tax payer, citizen and business owner.

Unelected judges in Municipal and City justice courts are failing in upholding the law and costing the citizens/businesses millions of lost and uncollected dollars.  They are salaried employees and it is their job to uphold the laws of the municipalities and cities.  

They are not!

What is the point of a police or parking officer ever writing an infraction on a moving violation, parking infraction or booting situation, when a judge summarily either reduces it, places an amnesty ever six months or just lets the culprit off as they think it will never be collected?

Municipal fines and levies is as high as casino profits, it is second in value to rolling the dice, playing cards or spinning the wheel and only 4% nationally are ever collected!  If these judges are lawyers and have a law license, they should be disbarred and removed from the payroll of the city or municipality.

When there is a shortfall of finances within a city or municipality, council members, commissioners, city managers and Mayors turn to increasing taxes on the property owners and citizens. 

Why, when there are uncollected millions just waiting to be collected?

It is as simple as they have failed to collect the monies in the hallways and laying on the streets or your city!  They have failed criminally in the blatant failure of following through with the law and expect you, the citizen or business owner to go to the financial well once again and pay the difference.

If you have committed 100% of the infraction, you pay 100% of the fine or levied fee, no ifs or buts!

Houston Texas is a perfect example of failure by the presiding judge:

Houston Municipal Courts are offering a 2013 Amnesty Program through Feb. 9 that allow some delinquent court cases to be resolved at a discounted rate.

“Now is the time for anyone with a delinquent case to come forward and resolve your court matters, because you have the opportunity to save a lot of money, hundreds of dollars in some cases,” says Director and Presiding Judge Barbara E. Hartle. “We are available for anyone who has questions; just call us at 3-1-1 if we can be of assistance. There is also information regarding our programs on our website.”  see Barbara E. Hartle bio

Most traffic and non-traffic citations that were delinquent on or before Oct. 21, 2012 will be eligible for amnesty discounts. Previously adjudicated cases, capias pro fine cases, parking and Red Light Camera citations are not eligible for amnesty.

So are we saying, "don't pay the fine, wait, and it will get reduced and then pay it?" Why on God's green earth would you ever pay a ticket which is owed and demand, with this sort of ridiculous proposal going on?

As an police,parking or code enforcement officer why would you bother to ever write a ticket if some judge is going to dismiss, reduce and allow the infractor to never pay?

You, as a citizen or business owner are being ripped illegally!  It seems the councils and commissions think you have an endless pot of gold for them to keep tapping you for.

It is about upholding the laws on the books and professional collections.


There is no more to discuss, actions are required by citizens and business owners.

Dick Whittington, Mayor, Streets Laid with Gold and So Can Yours Be!

This was originally written in 2013 and serves well, still five years later.

Trump is President, America has economically turned around and the UK is suffering from crime-ridden streets of death and mayhem.

Back in 2013  -  It is past the time of acceptance, our society is collapsing around us and we are more interested in entertainment, sports and missed focused gun and knife control.  Start thinking how we are all going to pay the piper and claw our way back to a societal plateau of success.

This is one of the building blocks of the needs and requirements to succeed as a city for the promises made to the citizens.

The Pied Piper Volunteers in Policing

Never in the history of policing, parking and code enforcement or building inspection has there been such a need for volunteers.   Cities and counties are in dire financial situations and need the help of their citizenry like never before.  There are a plethora of hands held high that want to assist and play a part in these important areas.

Revenue is the key to keeping cities and counties afloat making sure income is derived for normal licensing.  Infractions and nonselective enforcement require full-time officers included in the budget.

When Sir Robert Peel envisioned a police force back in1829, when he created the Metropolitan Police, he laid out 9 principles:




1.    The basic mission for whom the police exist is to prevent crime and disorder.
2.    The ability of the police to perform their duties is dependent upon public approval of police actions.
3.    Police must secure the willing co-operation of the public in voluntary observance of the law to be able to secure and maintain the respect of the public.
4.    The degree of co-operation of the public that can be secured diminishes proportionately, to the necessity of the use of physical force.
5.    Police seek and preserve public favor, not by catering to public opinion, but by constantly demonstrating absolute impartial service to the law.
6.    Police use physical force to the extent necessary to secure observance of the law or to restore order, only when the exercise of persuasion, advice, and warning is found to be insufficient.
7.    Police, at all times, should maintain a relationship with the public that gives reality to the historic tradition that the police are the public and the public are the police; the police being only members of the public who are paid to give full-time attention to duties which are incumbent on every citizen in the interests of community welfare and existence. 
8.    Police should always direct their action strictly towards their functions and never appear to usurp the powers of the judiciary.
9.    The test of police efficiency is the absence of crime and disorder, not the visible evidence of police action in dealing with it.

These principles listed above may have been Sir Robert Peel’s principles, however, the Metropolitan Police’s founding principles and de facto founding principles are of all other modern police forces.  How does it stand up today?

Money, or lack of it, is the sad fact for a void in serving the general public and the laws on the books that demand the service is provided.  All in all, we need the help and assistance of those who wish to be involved for the right reasons, the volunteers.  This is a fact and will make a radical difference in how your city and county can achieve its targets and citizenry aspirations.

It is working together in a simplistic manner, utilizing usable technology that can be operated by anyone and be a success.  


Dedication to service is the key with the proviso of excellent certified training.  These courses place the individual’s knowledge and, importantly, abilities at their peak performance.  The reason for the certification is simple; we must empower them with the tools and attributes to complete the job at a level that will not be compromised in a court of law.


Just like laws and investigations, the pen has been in use for the last 6,000 years.  Computers in the hands of the general public have only been in use since 1975, a vast difference in inexperienced use.  Everyone can use a pen and the certified training is minutes, rather than weeks and months.

Back in 2013, the streets have changed since that date and inception.  The economy was at an all-time low and costs have risen beyond all of our beliefs.  It was a time to make a radical and sensible change and ask for the assistance of those who wish to serve.  There is a core, worldwide that has that inner feeling to continue assisting their communities and imparting their prior training and passions to make their community safer at a society price we can all afford.

Community Policing dates back to Roman times and when Britain was invaded, the British were governed by the Legions and they maintained law and order.  When all this collapsed, Germanic Tribes, known as Anglo Saxons, took over and had their own unwritten laws, unlike the Romans who had written laws and a legislative body.  

The Anglo Saxons developed a peacekeeping system for England.  The concept of the King’s peace evolved, whereby the King assures the people of a state of security and peace, in return for their allegiance to him. This continues today in one form or another.  We have a mutual pledge to each other to maintain a semblance of law and order.

When law and order were passed from the King to the Shires of England, it was the Reeve who dished out the law.  Today, that is still the case, it is the Shire-Reeve or Sheriff, that is the man or woman who leaders the implementation, of the laws passed to do with civil or criminal enforcement.

England has one of the most comprehensive usages of community and supports police officers, they are involved in traffic and transportation, and follow up on the paperwork aspect of dealing with criminal and civil situations.  These are paid positions.  Volunteers exist in the form of Special Constables, which is a total volunteer section of British law enforcement.

Time is telling us we need help and we must listen for a change.  Enforcing the law regarding parking and code enforcement, filling out police reports on what some see as mundane events and everyday simple repetitive reporting, can be achieved by Volunteers in Policing local force.  Using those who wish to serve productively will be an asset to the community and must be used.
