Bratton was touted as one of the names for the position of Police Commissioner, London Metropolitan Police, the U.K. back in 2016

This would be the best move for London. it's Mayor and the Home Office.  

Knowing this man's capabilities, knowledge, experience, and effectiveness give me no qualms in stating he is your man!

Policing has to move into the digital age and move in a different direction. Digital Policing has been implemented within the U.S.A for over twenty years plus and has taken major strides in improving crime solving.  

It is all about Adaptability which means Change Agency has to be front and center.  

The U.K. can be brought into the 21st century, still using the Nine Peelian Principles with interconnection to the technology, crime analytics, crime mapping, predictive analysis and importantly Social Media Monitoring

No, not how you law enforcement posts on social media, but drilling down to the Atmospherics of the criminals using these platforms.  Knowing all they are doing, who they are connected with and every photograph and video they have posted.  Even being able to run these photographs through our Facial Recognition to know more about the face. 

Yes, Bill Bratton, New York Police Commissioner has called it a day and thankfully, he is going into the private sector in Risk Solutions.

He leaves behind a legacy that will never be matched or replaced.  The situation has been highlighted, challenged and has a long way to go to improve.  It takes more than a commissioner, it takes us all.


How long can we continue to ignore the social issues?  

From the President of the USA to the Mayor and Council or Commission of YOUR City, why are they just giving lip service and not direct assistance to obvious concerns?  

Ignorant words do nothing for a festering situation.  Cities are exploding with fraught problems and it is a headline one day and just forgotten the next.

Cleaning up downtown may be an objective, addressing the issues of the streets and neighborhoods, with drug-related crime issues, should be a priority.  This will make you a make a smarter city!

Broken windows are just an expression to most people and they think it is a good way to explain societal issues.  It is not and is so real, that at long last sensible people are taking notice, even political leaders.  Some, still show their ignorance and please let them enjoy the very short time period they will still be in the office by ignoring what is going on in the communities they represent.  

Citizens have gone beyond waiting, well-mannered citizens use the power of the ballot box, those that are more aggressive use the bullet and the bomb.  

I believe we all would choose life when confronted with dire issues, what is your choice?  What is your understanding?

The broken windows model is an anthropological and criminological theory of the norm and a signaling effect of urban/ community disorder, vandalism, dissent, additional lower starter crime, and deeper anti-social behavior. The philosophy states that maintaining and monitoring urban environments and keeping in a well-ordered condition may stop further vandalism and escalation into more serious crimes.

The theory was introduced in a 1982 article by social scientists James Q. Wilson and George L. Kelling. Since then it has been subject to great debate both within the social sciences and in the public safety sphere. This has been used as a motivation for several reforms in criminal policy, including New York City, with great success to date.  Though we are seeing unrest in certain neighbors nationwide, it is time to take the actions before we have all out anarchy.

Consider a building with a few broken and boarded up windows. If the windows are not repaired, the tendency is for vandals to break a few more of the windows. Eventually, they may even break into the building, and if it's unoccupied, become squatters, light cooking fires, use as a drug supermarket and install a meth lab inside. The sidewalk starts to accumulate litter and garbage and even the local business start to put large garbage bags on the street as well.  The mentality is simple if they can do it so can we!

Preventing further vandalism is to fix the problems when they are insignificant. If you get a slow puncture on your car and continue to just ignore, we know what happens, a major fix!  Repair those broken windows within a very short time and the tendency is that vandals are much less likely to break more windows or do further damage. Clean up the sidewalk every day, and the tendency is for litter/garbage will not accumulate. With the problems fixed and not escalating, the respectable residents will not flee a neighborhood.  This is your core for making the change, with a little help of course.

Proactive work completed by the community police is crucial towards crime prevention, the presence of the public safety department and police authority is just not enough for a safe and crime-free city. People in the community/neighborhood also need to lend a hand towards the important crime prevention within their streets. People will take care of and protect their own spaces they feel they have an investment in, arguing that an area will eventually be safer if the people feel a sense of ownership and responsibility towards the area.

The reason why broken windows and acts of vandalism are still prevalent is that communities simply do not seem to care for it, they have lost their Trust, Respect, and Pride in themselves and their environment.

Regardless of how many times the windows have been repaired, the city and society still have to invest some of their own time to keep it safe. The negligence of society towards any form of a "broken window" signifies the lack of concern for the community. Is a clear sign that the society has accepted this disorder, allowing for the unrepaired broken windows to display the vulnerability and lack of defense against the situation.  It becomes their defensible space, they can have pride once again, when a chance is shown to them.

The practice thus makes two major claims: that further petty crime and low-level anti-social behavior will be deterred, and that major crime will be prevented as a result.

We have to, no we must, remove the Fear Factor and instill a Comfort Zone in the community and neighborhoods, just as we did after 9/11, the fact that we were fighting the terrorist factions on our doorstep.  The broken window syndrome is the beginning of Street Level Terrorism and will be defeated as such.

The concept of fear is a crucial element of the broken windows syndrome because it is the foundation upon which the solution is developed. It also adds that public disorder is unequivocally constructed as problematic because it is a source of fear.  Fear is elevated as the perception of disorder rising; creating a social pattern that tears the social fabric of a community and leaves the residents feeling hopeless and disconnected.

There is no more time left to have a meeting after meeting, the problems are staring us in the face, in our morgues, court systems, prisons, schools and on our streets.  These today, are not just confined to what some call the ugly neighborhoods, or the Zip Codes of Shame.  The unabashed gangs have spread their wings to the other side of the tracks and dealing with their unwanted problems on other neighborhoods and commercial enterprises, which include shopping malls and gathering places. 

Logic is prevailing and we know that quality public safety departments have their finger on the button, now asserting their knowledge and expertise from all angles and knowledgeable solution providers.

Yes, people do wrong, no matter who, what or where you are, wrong decisions are made in the millions.  Some are so stupid we ignore them.  Mistakes are either unavoidable and simple or they are far reaching to some.

History proves this over and over.  

Slavery, it was a business advantage that the New World took advantage of. Was it wrong to use humans as pawns?  Of course, it continues today in the form of Global Human Trafficking, Sexual Exploitation of Children, underpaid workers in 3rd World countries, daily people are disgustingly taking advantage of others and it is all happening right in front of our eyes. 

The terrorist or lone wolf actor holds grudges and hatred and has done so for decades.  Then, unleashes their wrath and increases the Fear Factor within society.  

Those that are radicalized are filled with others insanity and are the instrument of the continuation of terroristic actions are among us and their prior actions, statements, changes in personality are obvious, even you think it is just nothing. 

Nothing happens without someone else knowing, whispering or openly discussing the situations.  The public, Yes YOU know so much and say so little. 

Who though are first to complain when crimes like these are caught and become headlines.

We cannot be held responsible for the actions of our deceased forefathers, we must be responsible for the action of those living who are friends, acquaintances or business colleagues.  Or it could be what we hear as we pass by someone or in the next booth in the eatery conversing.

Remember, the People Are The Police and The Police Are The People.

You know it so well, life is far from the days you came into the world with.  Your expectations have changed and your concerns have altered.

"He was just a normal kid".  
"Never, never did he show signs of being a radical Muslim".

How many times have you heard those or similar comments from people when some nutjob does a dastardly deed?

The Mall stabber, "he was just going out to purchase a cell phone". Really!

Do you take a kitchen knife to AT&T?  

What to get a better deal?

Going to extremes it seems is normal in this day and age.  Mind you, what is normal?  These individuals show signs that are witnessed, forgotten or ignored. 

Whether a bomber, murderer, rapist, or some other act against society, there are glaring signs, which are only remembered after the fact.

Then it happens!  

Just like this last weekend, the stabbings and the bombings.

Stay tuned, there are more to come...

A tragedy, to be sure. But for many parents of children or friends, struggling with a possible mental illness -- a social wrenching experience in itself -- it can be a truly chilling scenario.

In this societal ever-changing bubble and the so-called pace of life, people think you are not expected to challenge others.  

You must!

The question is always, 'why didn't I do or say something'?

Serial killers show outwards signs, even small changes or comments that are glaring factors and signals.  They are missed or purposely ignored.  Is that we don't wish to think the worst of someone?  Is it that simple?

Not wishing to pry or be labeled a 'snitch' or a 'busybody'.  Being told to 'mind your own business'.

It is your business!

Any bang, clatter of noise or boom immediately in your mind is now an explosion.  You are walking toward a person who looks Arabic or a woman wearing a burka, immediately you have thoughts of who they are.

I can say that not all Muslims are Terrorists, but it seems all Terrorists are Muslims.

We are profiling people, sounds, actions and not stating what is going through our minds.  

We must!

Showing concern regarding someone's action is necessary for this day and age. 

Yes, Snitching has got be front and center or someone maybe will die.

See Something, Say Something by you or others could save you and families life.  

Get use to it!

No one is going to criticize you for being overly cautious, honestly, law enforcement wants to know.

This is the communications change for the rest of your life, so be aware, report changes in people and importantly their comments or actions.

The reactive press comments of Mayor de Blasio are political statements and no more.  He has no idea and only adds to the Fear and frustration of all. 

Comments of irrelevance abound from those that know nothing or little about terrorism, whether international or domestic.  Logically all information is reactionary and not built on true evidence or facts and should be ignored at this stage.

It is terrorism and not accidental, state the simple logical fact.  Even if it is a 'NutJob' it has instilled terror!

New York police department and other alphabet soup agencies will be sifting through evidence at the scenes and CCTV footage of the area and will not be releasing information until they have a far better picture.  

News media are feeding the Fear Factor without the substance of Why or Who did this act. 

This is not the only explosion of the day, in the morning a pipe bomb exploded in a garbage can at a Marine Charity Run in New Jersey.  Two other devices were found in the area and failed to detonate.  

The next explosion on 23rd and 6th Ave. in the Chelsea district of New York City was enough to harm a significant number of people with injuries akin to a bomb blast.

Now a second device, a pressure cooker with a cell phone attached had failed to explode and is a phenomenal find for an evidentiary purpose.  

This is similar to the Boston Bombing device and was highlighted in the ISIL "Inspire Magazine" on how to build a bomb.

There is so much more that must and can be achieved for the security of us all.

This is all after the fact information and screams out for the usage of Atmospherics! 

It is all about Intelligence and the gathering of information on a continuous basis.

Reaction to this event is like flying blind with all the instruments out of reach.  It does need to be that way.  Proactive information is always available if you have the tools to reach out and understand.

Everything!  If we consider a working definition of the concept of atmosphere as the social “silent language” of a geographical, political, social or criminal circles that can transmit and contain communications that describe the attitudes, feelings, ideas, and intentions, of those within or apart of those circles, then it is absolutely tantamount, that Law Enforcement understand and analyze this portion of the social dialogue to effectively respond to and prevent crime and terrorism in this modern dynamic, silent atmosphere.  If this source of information is routinely missing from your department's planning and response to developing a method of operations, conducting investigations, developing community relations and intelligence gathering then you are only dealing with a small part of the evidence/fact acquiring equation.  This also has colossal implications for community policing and problem-solving activities within our communities as a data gathering and analytical tool.

What does this mean for law enforcement? 

Drastic changes in law enforcement are needed and demanded in leadership, technical expertise and the understanding and use of analytics, in the wake of hazardous political decisions on immigration and homegrown terrorism globally.  Political decisions to accept high-risk populations and refugees into their countries without an appropriate, effective and balanced measures and tools to mitigate these high risks, has left law enforcement helpless to respond to the influx of potential terrorist and the subsequent frequent terrorist acts that we are witnessing in Europe, America, and the Middle East.  In effect, law enforcement agencies were caught without a game plan and their effectiveness was reduced in this new environment to just what they were accustom to doing---responding to incidents and conducting investigations in the wake of many lives being lost. 

This doesn’t have to continue! 

It is the proactivity which in turn decreases the cost of operations and a harmony within when successes are at the forefront for all.

Today, recognizing this void of information, CommSmart Global Group has built upon our successes in analytics, proprietary predictions formulas and includes social monitoring techniques developed for military uses in Iraq/Afghanistan and expanded our atmospherics to include social media monitoring, crime analytics, mapping and predictive analysis, added to the existing street level human collection tactics enables greater accuracy and completeness in intelligence gathering activity.

In Phoenix, Arizona, we contributed to the apprehension of the Bearded Bank Robber by providing probable dates and locations of the next robbery to the local and federal authorities working the case based solely on information published in the media.  When they scoffed at the prediction and the robber hit on one of the days and at one of the locations predicted, they asked if we could do it again.  We recalculated based on the new information and this time they took our predictions seriously and were able to stake out the locations on the dates given and apprehended the robber before entering the bank.  This was using only media information, and yes the predictions are not exact, but what if we could nail down a couple of days and some locations for you, routinely.  The potential for preventing specific crimes is near.

Developed in war zones CommSmart Global Group has honed and expanded the effectiveness and success of these analytic tools, making us all Street Smart.

The key concept requiring further examination is that of the atmosphere. Social Media Monitoring is an absolute key today, but categorically useless, unless you have vast data repositories to analyze, both public and of local, regional and national crime data from the arrests and events, that we have and our clients can have access to.

Additionally, there is few comprehensive, police information sharing consortiums in existences, even after 9-11, that share local police contact data (non-biometric), integrated with RMS/CAD, Jail booking and Criminal Histories (biometric based) together. To build these systems and participate in multi-agency networks have taken years and many millions of dollars and an exorbitant amount of time to develop. 

In the US, San Diego County in California has such a system and it was started in 1980 called the Automated Regional Justice Information System (ARJIS) and it's still developing and adding a new query and analytical features.  How long can we continue to take this approach of avoidance or waiting for our public leaders or someone else pushes and to implement the next generation of information sharing and predictive analytics?  The cost to build this system would be prohibited in today’s market even if you could find and trust a vendor who could build it.
